近年来,四川省推进城乡统筹发展,加大对基本公共服务的投入。本文利用TOPSIS方法和差异系数法测算2006年至2014年间四川省基本公共服务水平和差异化程度。实证结果显示,四川省基本公共服务水平逐渐提高,统筹城乡配套改革试点地区的基本公共服务水平普遍较高。据统计分析,基本公共服务均等化程度与各地区经济发展水平、政府财政收支、城镇化率以及人均可支配收入息息相关,因此,要实现四川省基本公共服务均等化发展需要统筹城乡发展和转变政府职能。在此基础上,加强基本公共服务的供给机制、经费保障机制、需求反馈机制、成本分担机制、监督机制、社会参与机制和考评问责机制等实现机制建设。
In recent years, Sichuan Province has pushed forward the overall development of urban and rural areas and increased investment in basic public services. This paper uses TOPSIS method and the coefficient of difference method to calculate the level of basic public services and the degree of differentiation in Sichuan Province from 2006 to 2014. The empirical results show that the basic public service level in Sichuan Province is gradually increasing, and the basic public service level in the pilot areas of supporting urban and rural reform is generally high. According to the statistical analysis, the degree of equalization of basic public services is closely related to the level of economic development in various regions, the government revenue and expenditure, the urbanization rate and the per capita disposable income. Therefore, in order to realize the equal development of basic public services in Sichuan, we need to make overall plans for urban and rural development and transformation Government Functions. On this basis, the mechanism of providing basic public service supply mechanism, funding guarantee mechanism, demand feedback mechanism, cost sharing mechanism, supervision mechanism, social participation mechanism and appraisal accountability mechanism shall be strengthened.
