With the establishment and gradual improvement of the socialist market economic system and the gradual deepening of the market opening up, the flow of talents among enterprises and regions has become more frequent. Every year, a large number of talents will flow out of the state-owned enterprises. Reducing the loss of qualified personnel has become an urgent task for state-owned enterprises in Liaoning Province.
