竞争性选拔的效率是关乎干部选拔信用的重要问题。在新制度经济学交易成本理论观照下,选拔主体公共性与自利性的冲突、选拔主体的有限理性、选拔主体行为的内部性、竞争性和选拔中的委托-代理问题等,是影响竞争性选拔效率的重要因素,也影响了竞争性选拔的社会公信力。竞争性选拔效率的提高,不仅仅关乎“成本-收益”分析的技术性问题的解决,更需要在善治理论指导下,从价值理念、制度设计和运行机制等层面统筹解决。
The efficiency of competitive selection is an important issue concerning the selection and credit of cadres. Under the perspective of the transaction cost theory of new institutional economics, the conflict between the publicity and self-interest of the main selection, the limited rationality of the selection main body, the internality of the main selection behavior, the competition and the commission-agency problem in the selection are the factors influencing the competition The important factor of sexual selection efficiency also affects the social credibility of competitive selection. The improvement of competitive selection efficiency is not only the solution to the technical issue of “cost-benefit ” analysis, but also needs to be co-ordinated and solved from the aspects of value concept, system design and operation mechanism under the guidance of good governance theory.
