The factory-dominated product “Shenghong Brand” Laobaigan wine has won the national silver medal three times. However, the factory occupies a small area, which severely restricts the development of the productive forces. The factory had several expansion wishes and was deterred by insufficient funds. In 1984, the state implemented a preferential policy for “Guideline for Refinancing of Taxes and Profits” for Guoyou Product Manufacturers. System engineering is an emerging practical discipline that has been widely used in various fields of natural sciences and social sciences.
