总分馆“苏州模式”是与基层政府合作的职业创新,在一定程度上绕开了体制障碍,彰显了方便市民、经济高效的优越性,但一直没有政府主导,缺乏制度保障,因而进入了发展瓶颈。创建国家公共文化服务体系示范区为“苏州模式”突破瓶颈、建立制度创造了条件。抓住机遇,设计出符合总分馆客观规律,并结合苏州实际,有利于科学布局、方便快捷、经济高效的总分馆制度,并借创建示范区之机促使政府颁布,从而实现职业行为的“苏州模式”转变为政府主导、制度保障、符合规律的“新苏州模式”。
