The challenges to the legal system of social development and scientific and technological progress are all-encompassing. There are many legal issues that need to be resolved. If we lose historic opportunities because of hesitation, it will be very distressing. We can no longer remain silent on legal issues in the field of science and technology. We must safeguard and promote scientific and technological progress by law and ensure the rational use of scientific and technological achievements. It is the mission entrusted to us by the times. We must respond positively and without delay.
