Based on the assumption of flexibility, a survey of enterprises in Hong Kong and the PRD shows that in response to the need for flexibility in the changing business environment, Hong Kong customers have adjusted their governance models for PRD suppliers and gradually adopted equity or non-equity Cooperation instead of the original complete control. However, there is complementarity between the formal and informal systems in finding new customers in Hong Kong and selecting suitable production partners. The results of the study confirm that the full application of informal factors within the existing formal institutional framework can enhance the ability of enterprises to be more flexible in coping with rapid changes in the political and business environment so as to maintain their competitiveness in the global market.
