学界对于袁世凯的研究,随着上世纪80年代以来所谓“翻案式”的观点反正之沦落,颇形萧瑟。因此,重建史实至为关键。以津镇铁路为例,作为督办大臣的袁世凯,一方面努力协调与同为督办大臣的张之洞的认知、立场,同时,在国人争取路权情绪高涨情形下,在各方请愿要求废约自办的强烈呼声中,坚持主张借款筑路,在谈判中逐渐形成了借债筑路分为两事的思想,并最终与英、德两国达成借款合约,且使之成为了清末民初铁路借款合同的摹本,影响深远。袁世凯的借债筑路、铁路国有思想,渐次形成。
