福建对外开放的水运口岸经历了漫长的发展过程。汉代,由交趾(今两广及越南北部)七郡往东都洛阳的贡货,均从海运经东冶(今福州)转运。泉州港最早有外国人出入与海外交通的文字记载,是在南朝陈永定二年(558年)。隋代,福州、泉州与东南亚各国通航,发展为外贸港。唐代,福州、泉州两港并列为中国9个外贸口岸之一。隋唐时期,福建形成了沿海以及对台、日、东南亚、西亚等地区的海上航线,出现了福州港“万国宋朝”、“万人大佛会”和泉州“市井十洲人、执玉宋朝远、还珠入贡频”的盛况。
