The revised law of coal two chapters in the first chapter on self-investigation filing two legal provisions. Article 83 stipulates; “When a public security organ or a people’s procuratorate discovers a criminal fact or criminal suspect, it shall file a case investigation in accordance with its jurisdiction.” Article 86 stipulates: "People’s courts, people’s procuratorates or public security organs shall promptly move forward the materials for reporting, prosecuting, reporting and surrendering themselves according to their jurisdiction.
