本文以平衡计分卡理论为基础,探讨了党政部门绩效示标体系的概念及设计研究思路和模式,列举了部分调研过程中发现的典型示标,提出了绩效示标体系设计及实施中应注意的问题,对我国地方党委政府部门绩效管理与考核创新具有积极的指导和借鉴意义。
