2011年全球港口吞吐量前十排名中,我国内地港口占据了7席,而世界公认的国际航运中心伦敦、汉堡、纽约的港口吞吐量均未进入前十名。我国虽然在航运业务量上全球领先,由于在航运的中游和上游产业如航运金融、航运服务等方面与国际水平差距明显,故至今还没有世界公认的国际航运中心,这同时也说明我国在航运中上游产业方面存在着很大的发展空间。本文通过分析国际航运产业中上游发展态势,研究利用东疆保税港区的政策功能优势和相关产业基础条件,探讨聚集航运中心功能要素的主要思路,提出了实现功能要素聚集的阶段性具体措施。
Among the top 10 global container throughput rankings in 2011, China’s domestic ports occupied 7 seats, while the world-accepted international shipping centers in London, Hamburg and New York did not make any entry into the top 10. Although China has the world’s leading shipping business, there is no world-recognized international shipping center due to the obvious gap with the international level in the shipping midstream and upstream industries such as shipping finance and shipping services. At the same time, In the upstream industry there is a lot of room for development. By analyzing the development trend of the upper and middle reaches of the international shipping industry, this paper studies the advantages of the policies and the basic conditions of related industries in the Bonded Ports of Dongjiang, explores the main ideas of the functional elements of the aggregated shipping center, and puts forward specific measures in stages to achieve the aggregation of functional elements.
