浙江省杭州市下城区总工会探索在兼职工会主席中建立一种激励机制,给优秀的企业工会和工会主席津贴补助。每年10月,经下城区总工会对申报的企业工会或联合工会进行验收,评分在90分以上的为A类,享受由下城区总工会发放的每个企业工会5000元的津贴,A类工会主席享受150元/月津贴。评分在80分以上的为B类,享受每个企业工会3000元的津贴。此举推动了全区120家基层工会组织的规范化建设,其中有23家单位的工会主席享受了津贴。(据2014年11月27日《浙江工人日报》报道)
