自旨在解决第一次朝核危机的《美朝核框架协议》签署以来,美国对朝鲜提供了大量能源援助。截止到2003年底,在朝鲜半岛能源开发组织框架内,美国政府共向朝鲜提供了价值4亿多美元的能源援助。第二次朝核危机爆发后,美国又在六方会谈框架内对朝提供了20万吨重油,为宁边核设施去功能化向国际原子能机构提供了180万美元的人员、技术与设备支持。本文分析了冷战后美国对朝能源援助的起始动因、描述了美国对朝鲜的能源援助进程并预测了未来美国对朝能源援助的前景。
Since the signing of the U.S.-North Korea Nuclear Framework Agreement aimed at resolving the first North Korean nuclear crisis, the United States has provided North Korea with a large amount of energy aid. By the end of 2003, within the framework of the Korean Peninsula Energy Development Organization, the U.S. government provided a total of more than 400 million U.S. dollars in energy assistance to North Korea. After the second DPRK nuclear crisis, the United States again provided 200,000 tons of heavy oil to the DPRK within the framework of the Six-Party Talks. It demanded the International Atomic Energy Agency 1.8 billion U.S. dollars in personnel, technology and equipment to de-functionalize its Yongbyon nuclear facilities. This article analyzes the starting motives of U.S. aid to DPRK after the Cold War, describes the process of U.S. aid to North Korea and predicts the prospect of U.S. aid to North Korea in the future.
