军品市场不同于一般商品市场,它具有市场主体的有限性、市场竞争的不完全性、市场需求的平战悬殊性、资源配置的计划主导性和市场管理的集中统一性等特点。因此,市场机制的作用程度,对于军品生产来说,远远低于民品生产。本文认为,对于不同类型的军品生产应区别对待,分类管理:对垄断生产的军品,应以计划机制为主导;对某些相对集中生产的军品,应采用计划机制与市场机制同存互补的管理;对多点生产的军品,则应以市场机制为主导。
The military market is different from the general commodity market. It has such characteristics as the limitation of the market main body, the imperfection of the market competition, the disparity between the market and the war, the dominance of the resource allocation and the centralized management of the market. Therefore, the role of the market mechanism is far less than the production of civilian products for the production of military products. This article argues that for different types of military products should be treated differently, classified management: monopoly production of military products, should be dominated by the planning mechanism; for some relatively concentrated production of military products, should use the planning mechanism and the market mechanism with the same management For multi-point production of military products, the market mechanism should be the dominant factor.
