地方资助经费是各级地方政府和用兵单位,为加强武警部队全面建设、完成以执勤和处置突发事件为中心的各项任务,以专项拨款、补贴经费、配发实物、增添物品等多种形式,支援武警部队建设的经费和物资。地方资助经费划拨渠道多、数额不稳定、开支范围随意、使用管理复杂,其管理应重点把握好以下六个环节。1.把握好请领环节。向地方政府和用兵单位申请资助经费物资,要经单位党委研究同意后,由后勤部门向地方有关单位提出书面申请并归口及时办理相关请领手续。在办理过程中,要由两人以上共同参与,严禁个人单独办理领报手续。2.把握好人账环节。地方政府和用兵单位拨人的资助经费,要纳入单位财务统一管理,要通过银行
