一、目前邮政劳动力成本管理存在的问题通过对所属部分县（市）局人员进行调查，我们发现，各局普遍存在以下几个问题：（１）人员控制不严、冗员问题比较突出。除少部分局的编制控制较好外，大部分局都不同程度存在工作不饱和或人浮于事的现象（人数压缩空间都在８％以上）。
