编辑同志: 据笔者了解,县(市)人武部归建至今,少数贫困县人武部尚未配备指挥车。咎其原因:主要是人武部移交地方建制期间,受当地财力紧张的制约,其政府只能给人武部购买相应廉价车辆或馈赠旧车。这些车辆长期在恶劣山路上行驶,其生命周期大大缩短。到归建时,部份车辆已经或接近报废,导致少数人武部成为“无车户”。例如:地处贵州麻山腹地的望谟、紫云两个自治县,几年来未配备人武部指挥车,给艰苦地区民兵、预备役工作带来很多不便。 为加强县(市)人武部正规化建设,适应国防后备力量建设和地方经济建设
