Norms can distinguish between their apparent aspects and their potential aspects. Norms are not only the specific situations and reactions manifested in their normal applications, but also closely related to their relevant life background. The long-term overlooked potential aspect of the specification reflects the four important properties of the norm and at the same time it reveals the necessity and the possibility of regulating the norm.
