美国哲学家弗雷德里克.威尔认为规范不是固定不变的存在,规范研究也不是仅仅对规范进行描述和解释,更重要的是要对规范进行管控。规范可以区分出其显在方面与潜在方面,规范不仅仅是在其常态应用中表现出来的具体场合和反应的关系,更与其相关生活背景紧密相联。规范的长期被人们忽视的潜在方面体现出规范的四个重要性质,同时它也揭示了对规范进行管控的必要性和可能性。
The American philosopher Frederick Wil thinks that norms are not immutable and that normative research does not merely describe nor explain the norms nor, more importantly, regulate the norms. Norms can distinguish between their apparent aspects and their potential aspects. Norms are not only the specific situations and reactions manifested in their normal applications, but also closely related to their relevant life background. The long-term overlooked potential aspect of the specification reflects the four important properties of the norm and at the same time it reveals the necessity and the possibility of regulating the norm.
