越南对公务员行政道德监督的办法较多,主要通过党内的纪律、国家法律体系、专门监督机构以及人民群众的社会监督力量进行引导、规范与约束。但是,目前越南公务员行政道德监督工作的现实有效性仍然缺乏,面临着制度建设不足、执行力欠缺等许多限制。本文探讨了中国公务员行政道德监督的经验,在此基础上从加强党内监督、推进法治化建设、提升监督机构的执法效力和发挥社会媒体舆论力量等方面总结得出了对提高越南公务员行政道德监督的启示。
Vietnam has a lot of ways to supervise civil servants’ administrative morality. Guidance, regulation and restraint are mainly through the discipline within the party, the legal system of the country, the special supervision bodies and the masses of the people’s social supervision. However, the actual effectiveness of the administrative supervision of civil servants in Vietnam is still lacking, facing many limitations such as lack of system construction and lack of execution. This article explores the experience of administrative supervision of civil servants in China. On the basis of this, it concludes that it is of great significance to improve the administrative ethics of Vietnamese civil servants from the aspects of strengthening inner-party supervision, promoting the construction of legal system, enhancing the effectiveness of law enforcement by supervision agencies, Inspiration of supervision.
