习近平总书记指出,反腐败要坚持“老虎”、“苍蝇”一起打。村组干部是最基层的干部,有可能成为最小的“苍蝇”。2012年以来,蒙自市人民法院受理的村组干部受贿案件大幅上升,涉案人员越来越多,涉案金额越来越大,社会影响愈加恶劣,充分暴露了村民自治权行使过程中的系列问题。本文拟以人民法院审理的村组干部受贿案件为例,分析村组干部受贿案件的特点及频发的原因,并提出整治的建议和对策。 General Secretary Xi Jinping pointed out that anti-corruption should adhere to “tiger” and “flies” to fight together. Village cadres are the most basic cadres, may become the smallest “flies ”. Since 2012, the bribe cases of village cadres accepted by the People’s Court of Mengzi City have risen sharply with more and more people involved. The amount involved has been increasing and the social impact has become more and more severe. This has fully exposed the series of problems in the exercise of the villagers’ autonomy . This paper intends to take the people’s court case of village cadres bribed as an example to analyze the characteristics of cadres and villagers cases of bribery and frequent causes, and put forward suggestions and countermeasures of rectification.
