鹤岗矿区工会实行机关部室经费承包办法,主要采取了三条措施:一是严格规定矿区工会机关除了工资、奖金、差旅费和全局性大型会议等费用由矿工会负担外,对其余中小型活动费用均下放到各部室,由部长亲自掌握管理。确定了“基数包死,增支不补,节约分成”的原则,并规定了矿区工会对各部室承包核定后的各项活动开展。二是严格审定各部室年度费用指标。从1988年12月开始,由部室领导根据下一年度所要开展的活动计划,编制预算表,送财务部审定,由财务部根据上一年实际支出情况,提出来年各部室预算建议数字,然后集中送交主席审批,最后批定数字,作为各部室下年度承包
