公立医院绩效考核从单纯的经济效益考核向综合性绩效考核发展。利用平衡记分卡工具,将全院科室划分成门诊医师、住院医师、医技、护理、医辅、行政后勤六个系统,以财务层面、病人层面、内部流程层面及学习与创新层面,通过服务效率、服务质量、经济效率和科研、教学四大类的考核指标,科学合理的考核科室工作效率。将医院总体目标细化到科室,再进一步细分到岗位,从而有力保证了医院总体目标的实现。
Public hospital performance appraisal from a simple assessment of economic efficiency to comprehensive performance appraisal and development. Using the balanced scorecard tool, the hospital division is divided into six systems: outpatient, resident, medical technology, nursing, medical aid and administrative logistics. With financial, patient, internal flow and learning and innovation, Efficiency, quality of service, economic efficiency and scientific research, teaching assessment indicators of the four categories, scientific and rational examination department efficiency. The general goal of the hospital refinement to the department, further subdivided into posts, which effectively guaranteed the hospital’s overall goal.
