我中南區有不少公私合營的企業(工礦、貿易、金融、交通各方面都有)。對這種企業的領導,一般是缺乏經驗的。據已了解的材料。將领导权完全交予私股代理人(指舊有經理与董事等),不問不聞者固然有,但主要偏向,還是由各級政府、企业主管部門全權支配,不尊重私股權力和利益。這样就限制了私人資本的積極性,對人民政府正確的經濟政策。亦引起不少的懷疑与誤解,調整工商業與公私关係中,對这些企业的领导,亦應根據‘公私兼顾,各得其所’的原則,予以合理的調整。為此,本會特作下列措示: 一、首先在思想上明確,公私合营的企业是国家资本主义性質的企业。因其中有公股,又有私股,故在领导上,既不同於私人资本主义企业,
