社会保险是我国法律赋予劳动者的一项基本权利。是通过国家立法、政府强制实行的社会保障制度。自1986年推行劳动制度改革以来,济南市企业社会劳动保险制度进行了积极稳妥的改革,保障了广大离退休职工和失业职工的基本生活,对促进经济发展和社会稳定发挥了重要作用。一、济南市企业职工社会保险制度改革的基本情况1.建立劳动合同制工人养老保险制度,保证了劳动制度改革的顺利进行。1986年济南市建立了全市劳动合同制工人养老保险制度,制定了一整套管理办法和制度,对劳动合同制工人按所在单位逐人建立了养老保险手册。1988年4月与省计算机中心联合研制开发了微机管理系统,基本实现了微机管理。目前,全市已有3456个单位134347名合同制工人参加养老保险。合同制工人养老保险制度的巩固和发展,解除了广大合同制工人后顾之忧,调动了他们的积极性,促进了劳动制度改革的顺利进行。2.搞好市级统筹,提高养老保险的社会化程度。济南市于1987年7月对国有企业和县以上集体
Social insurance is a basic right granted to workers by the laws of our country. It is a social security system that is enforced by the state through legislation.
