吸引人口流入创造新增住房需求、扩大现有居住人口购房需求、使库存住房对接新增租房需求,是当前三四线城市商品住房去库存的关键。运用需求管理政策去库存有一定局限性,仅能在扩大现有居住人口购房需求上发挥有限作用。供给改革在住房去库存中有较大作用空间,有助于提升城市的人口集聚能力、将现有居住人口购房的潜在需求转化为有效需求、实现库存住房与新增租房需求的对接。通过供给改革促进商品住房去库存,应提升城市产业竞争力与公共服务水平,引导房地产企业适度降低商品住房价格,加快推进农村财产权制度改革与农业转移人口市民化进程,建立健全购租并举的住房制度。
Attracting population inflows to create new housing needs, expanding the existing housing population purchase demand, housing inventory docking new rental demand is the key to the current inventory of commercial housing in 34 cities. The use of demand management policy to inventory has some limitations, only to expand the existing residential population purchase demand play a limited role. Supply reform has a greater role in housing de-stocking, which can help to enhance the population agglomeration ability in the city, convert the potential demand of existing residential population into effective demand, and realize the connection between inventory housing and new rental demand. We should promote the industrial competitiveness of the city and the level of public services through the reform of supply and reform, guide the real estate enterprises to moderately reduce the prices of commercial housing, accelerate the reform of the rural property rights system and the urbanization of the agricultural transfer population, and establish a sound housing purchase system system.
