在公共领域冲突管理中,控制和化解是两种最基本的方式,要实现二者的优势互补,需要建立相应的机制。从耦合的不同维度上看,可以将冲突控制与化解的耦合机制区分为相互依赖的三个方面,即:不同主体的协同作用机制、不同手段的交互转换机制和不同目标的平衡促进机制。三种机制彼此衔接、功能互补,构成了控制与化解耦合的有机体系。每种机制对于控制与化解的有效耦合来说都是不可缺少的,因此促进各种机制的平衡发展应当成为公共冲突管理制度建设的总体战略目标。
In the conflict management of the public domain, control and resolution are the two most basic ways. To achieve the complementarity between the two, a corresponding mechanism needs to be established. From the different perspectives of coupling, the coupling mechanism of conflict control and resolution can be divided into three interdependencies: the synergetic mechanism of different subjects, the mechanism of interaction transformation of different means and the balance promotion mechanism of different objectives. Three kinds of mechanisms are connected to each other, and their functions are complementary to each other, forming an organic system in which control and dissolution are coupled. Each mechanism is indispensable for effective coupling between control and resolution. Therefore, promoting the balanced development of various mechanisms should be the overall strategic goal of establishing a system of public conflict management.
