党的十八大以来,在文化体制改革的背景下,党中央和国务院高度重视文化建设,将提供基本公共文化服务作为文化工作的核心任务,这也是政府履行文化职能的基本要求。鉴于公共文化产品的非竞争性和非排他性的特征,我国公共文化产品的提供依然是政府主导,社会组织和企业的参与程度远远不够。鉴于此,从公共文化产品的概念和特征入手,解释协同机制的含义和特点,具体阐述在新形势下公共文化产品协同供给机制的重要性和必要性,以及在协同机制的创新中政府所面临的转型问题,同时如何实现公共文化产品和协同机制的有机结合。
