种植业自然灾害保险综合区划是对种植业自然灾害风险及其保险费率空间分异规律的综合表达,是有效防范种植业自然灾害风险、促进种植业保险专业化与精细化发展的重要途径之一。在区域自然灾害系统理论、区域划分理论以及自然灾害保险精算技术的基础上,构建了区域种植业自然灾害保险综合区划的逻辑框架,并在该框架指导下围绕湖南省晚稻开展了案例研究工作。通过定量风险评估、费率厘定与多要素区划方法,最终形成了研究区晚稻自然灾害保险综合区划方案,将湖南省划分为5个一级区(南部山地丘陵高风险区、中部山地丘陵中风险区、北部平原湖区中风险区、西南山地中风险区和东部平原丘陵低风险区),15个二级区(每个区域分为高、中、低费率三个类型区)。研究成果为我国种植业自然灾害风险与保险的综合区划工作提供了新的思路,同时为种植业灾害风险防范与保险发展提供了科技支撑。
The integrated zoning of natural disasters insurance in crop farming is the comprehensive expression of the natural disasters risk of planting and the spatial differentiation of their insurance premiums and is an important way to effectively prevent the risk of natural disasters in crop farming and promote the specialization and fine development of crop insurance one. Based on the theories of regional natural disaster system, theory of regional division and actuarial insurance of natural disaster insurance, a logical framework for the integrated zoning of natural disaster insurance for regional plantation was constructed. Under the guidance of this framework, a case study was carried out around late rice in Hunan Province. Through quantitative risk assessment, rate determination and multi-factor zoning method, a comprehensive zoning plan for natural disasters insurance for late rice in the study area was finally formed. Hunan was divided into five first-level zones (high-risk areas in the southern mountain hills and middle-hill hills Area, northern plains lake risk area, southwest mountain risk area and eastern plains hilly low risk area), 15 secondary areas (each area is divided into high, medium and low rates of three types of area). The research results provide a new idea for the comprehensive zoning of natural disasters and insurance in crop cultivation in our country, and provide the scientific and technological support for the prevention and insurance of crop disaster risk.
