With the deepening reform of state-owned enterprises and the full implementation of a modern enterprise management system, the original industrial office of state-owned enterprises has lost its function and role, and is gradually becoming a state-owned enterprise holding company. The financial department is an important functional department in the management organization of state-owned enterprise holding companies. How well the functions of the financial departments play their roles will directly affect the state-owned enterprise capital management and the maintenance and appreciation of state-owned assets. Therefore, the establishment of a sound financial function and the use of its functional role is a problem that needs to be solved urgently for a state-owned holding company. I. The state-owned industrial corporations’ bureaus have converted their entire systems into state-owned holding companies. Most of them are hybrid holdings.
