面对“引咎辞职”被正式写入国家《公务员法》,不少人对此颇有争议。然而,从我国传统的行政文化看,“官本位”、“官至尚”的思想还未完全摒弃;从目前引咎辞职的实践环境看,我国还缺少让引咎辞职演绎成熟的配套因素。所以,为了让引咎辞职真正发挥作用,必须用法律制度的方式保障其顺利实施,引咎辞职走向法制化是必然的。
In the face of “blame and resign” was officially written into the “Civil Servant Law”, many people are quite controversial. However, judging from the traditional administrative culture in our country, the thought of “official standard” and “official monarch” has not been completely abandoned. From the current practice environment of taking the blame and resigning, our country still lacks the supporting factors to make the deduction mature. Therefore, in order to make the resignation take real effect, we must ensure the smooth implementation of it by means of the legal system. Resigning from office to legalization is inevitable.
