According to a report this week issued by a joint committee of the National Academy of Sciences, the National Academy of Engineering and the Institute of Medicine, the United States should attach importance to the development of an “inter-agency perspective” to unify and direct the U.S. government's research expenditures. The Committee believes that while the budgetary process for research funding within agencies is working well, much more needs to be done to ensure that the total United States science and technology funding can be matched to the country's needs and priorities. After the annual annual budget work has ended in the summer of this year, Congress has asked the commissioners to inspect the current budget process. In the past, Congress feared that the 60 billion U.S. federal budget allocated to more than 30 departments and agencies would be too troublesome and messy.
