最近,按江泽民总书记的批示,我们通过和各大企业接触,听取他们的意见,发现他们对“入世”有很多顾虑,这些都是对世界组织不了解所造成的。 其实,我国“入世”并不等于实行完全的自由市场经济。因为我们并不是全面开放市场,如果实行彻底的自由市场经济,我国的原油也好,其他产品的价格也好,均应该和国际价格并轨。但是我们在参加世贸组织谈判过程中,从没有谈过价格并轨的问题。相反,我们还让世贸组织各个成员承诺允许我国保留对涉及国计民生的石油、粮、棉、油、糖、电力等实行国家指定价格,所在不存在价格并轨的问题 我国“入世”之时,不是我国所有产品和国外价格并轨之时。况且,即使是价格并轨,我们还保留了原油进口的垄断权。外国石油进口只能由3家国有公司
