货运是铁路经营收入的主要来源,货运能否更好地适应并占领市场,关乎铁路生存与发展的大局。但改革开放以来,因铁路货运发展滞后,市场竞争能力不强,与社会物流发展差距较大,所占市场份额持续下降。特别值得深思的是,在铁路货运量下降的同时,全社会物流却实现了较大幅度的增长。在如此严峻的形势下,铁路总公司果断推行了货运组织改革。货改一年来,在运输组织、多元化经营格局、收费管理、经营管理等方面均取得了一定成效。本文主要对铁路货运改革前后的服务质量进行了对比。
Freight is the main source of railway operating income. Whether freight transportation can better adapt to and occupy the market is related to the overall situation of railway survival and development. However, since the reform and opening up, due to the lagged development of railway freight transport, the market competitiveness is not strong and there is a big gap between the development of social logistics and the market share of the railway. Particularly worth pondering is that while the volume of railway freight traffic has dropped, the entire social logistics has witnessed a substantial increase. In such a severe situation, the railway corporation decisively implemented the reform of freight organization. In the past year, the cargo reform achieved some success in terms of transport organization, diversified management pattern, charging management and operation management. This article mainly compares the service quality before and after the railway freight transportation reform.
