对已签发的保单所形成的潜在负债如何保持应有的偿付能力以保障广大保单持有人的利益一直是保险界及社会所关心的问题,而有“绅士俱乐部(Gentlemen’s Club)”之称的英国劳合社作为全球最大的非公司型保险机构解决这一问题的办法更为人们所关注。劳合社的清偿能力长期秘而不宣,外界很难得其具体运作情况。最近,英国政府通过了给予劳合社32亿英镑财政支援以应付其偿付困难的法案,这件事更加深了人们对劳合社这一组织形式有效性及效率的怀疑。随着英国保险业“重整及更新计划的实施(见注释【1】),劳合社的财务状况也从1995年度开始全部公开,从而使人们对劳合社的清偿能力及手段有所了解。笔者就此略作一些介绍,以资国内保险界借鉴。
How to maintain the due solvency of the potential liabilities of the issued policies to protect the interests of the majority of policy holders has always been a concern of the insurance industry and the community. There is a “Gentlemen’s Club” Lloyd’s of the United Kingdom as the world’s largest non-corporate insurance agencies to solve this problem more concern. LOHAS’s ability to pay off long-term secrets, it is difficult for the outside world to its specific operation. Recently, the British government passed the 3.2 billion pound sterling lions grant to the Lords to cope with its settlement bill, further doubting the effectiveness and efficiency of the organization of Lloyd’s. With the implementation of the "reorganization and renewal plan for the insurance industry in the United Kingdom (see note 1), the financial position of Lloyd’s has been fully disclosed since 1995, so that people can understand LORAC’s solvency and means. The author briefly introduces some of them for reference in the domestic insurance industry.
