能源经济环境系统(3E系统)是一个有机复合系统。文中选取山东省能源、经济、环境三个子系统的目标参数,设置可控决策变量,得到系统参数间的关系式,构成子系统制衡关系。结合3E系统规划目标和技术约束,构建山东省3E系统目标规划模型,并以规划年度各决策变量预测值为初始值,应用遗传算法进行求解。2015年山东省3E系统规划结果表明,在满足最优解的情况下,“十二五”末山东省可有效实现规划目标,结合模型最优解提出相应的建议。
The Energy Economy Environment System (3E system) is an organic compound system. In this paper, the target parameters of energy, economy and environment in Shandong Province are selected, and the controllable decision variables are set. The relations among the system parameters are obtained, and the relationship between the subsystems is formed. Combining with the goal of 3E system planning and technical constraints, this paper constructs a 3E system target programming model of Shandong Province, and uses the predictive value of each decision variable in the planning year as initial value, and applies genetic algorithm to solve this problem. The results of 3E system planning in Shandong Province in 2015 show that in the case of satisfying the optimal solution, Shandong Province can effectively achieve its planning goal in the “12th Five-Year Plan” and make corresponding suggestions based on the optimal model.
