工程竣工档案保证金简称归档保证金或保证金是由建设单位在工程开工前向城建档案馆预交的一定数额押金(押金最高限额为四万元)。待工程竣工,竣工档案按规定要求报送城建档案馆归档后,保证金再连本带息如数退还给建设单位。据不完全统计,到目_前为止,全国相当一部分城建档案馆实行了保证金制度。实践证明保证金制度促进了工程档案的管理,弥补了以往单纯靠行政手段管理竣工档案的不足。根据几年来我馆的实践,我认为,实行保证金制度至少具有以下几个方面的作用; 1、使档案馆的工作由被动变为主动,由盲目变为心中有数。实行保证金制度以前,我馆对本市全年共有多少个建筑工程和市政工程项目等情况一无所知或知之不全。建设单位何时自行报送档案,我们就何时收下,如果建设单位不报送,我们也毫无办法。而且,建设单位报送的竣工档案有多少算多少,有什么算什么,我们无法预知全年共有多少个建设单位何时将档案报送到档案馆,报送什么内容。因而使得工作始终处于被动盲目状态,根本谈 Project Completion File Security Short form of archived margin or margin is the construction unit before the start of the project to the Urban Construction Archive pre-paid a certain amount of the deposit (maximum deposit of 40,000 yuan).
