1948年3月,海南区党委指示:“供销合作社的主要任务是:以购卖根据地必需品及销纳内地产品,以便利群众交流,鼓励民众增加生产为原则”,并说“资金来源,由县产业中抽出一部分,与群众合作,向群众招股。向各机关人员招股。民众投股不限于金钱,以货或劳动力投股也可,在不妨碍合作社原则下可号召外地商人投资经营。”
In March 1948, the Party Committee of Hainan District instructed: “The main tasks of the supply and marketing cooperatives are: to purchase basic necessities and to sell products in the Mainland so as to facilitate the exchange of people and encourage the people to increase production,” and said that “the source of funding is from the counties. A part of the industry is drawn out, cooperates with the masses, invites people to the stock market, and invites personnel of various agencies to offer shares. The public’s investment is not limited to money. It can also be invested by the goods or the labor force. Without impeding the cooperative principle, foreign businessmen can be called upon to invest and operate.”
