过度依赖城市对农村的辐射是我国城乡统筹政策长期以来的内在倾向,其效果不尽如人意,因此,本文试图从农村内生发展的视角探索城乡均衡发展。简要梳理农村公共投资激发农村内生动力、对接城市外生助力的路径后,围绕相关指示性以及控制性指标展开实证分析。结果显示,农村公共投资长期来看是缩小城乡差距的重要原因。小城镇作为农村公共投资的重要空间载体;农村产业结构合理化调整作为农村公共投资的重要突破口,它们对城乡收入的均衡都有着重要的影响。 Over-reliance on urban radiation in rural areas is a long-standing internal tendency of our country’s urban and rural co-ordination policies, and its effect is not satisfactory. Therefore, this paper attempts to explore the balanced development of urban and rural areas from the perspective of rural endogenous development. After briefly combing the rural public investment to stimulate rural endogenous motivation, buttress the city’s exogenous supportive path, we carry out an empirical analysis around the relevant indicators and control indicators. The results show that in the long run, rural public investment is an important reason for narrowing the gap between urban and rural areas. As an important space carrier of rural public investment, small towns and small towns serve as important breakthroughs in rural public investment. They have an important impact on the balance between urban and rural income.
