国庆节以来,全国22城先后出台力度不一的楼市调控政策,分析这轮史上最严的调控,可从两方面入手:第一是密集调控的政策出发点是什么?是降房价还是别有目的?第二是政策会带来何种后果?是按照决策者的预期推进,还是会出现意想不到的严重后果?众所皆知的是,目前在中国,一边是“房价上涨较快”带来的负面影响,政府需要的是一个健康稳定的房地产市场,而另一边是“经济下行压力仍然很大”。
