研究目的:通过1970-2012年间世界卫生大会议题的分析来揭示国际卫生问题的特征和趋势;研究方法:将世界卫生大会A/B委员会的议题分成行政事务与卫生技术事务,第65届世界卫生大会在讨论世界卫生组织改革时,将卫生事务方面的议题划入五个范畴,每个范畴及其子范畴都被统计在内;结果:通过对世界卫生大会1 647项议题的分析,发现HIV/AIDS、一般意义上的非传染性疾病、人人享有卫生保健、千年发展目标、流感以及国际卫生条例被大量讨论并且与重大公共卫生事件紧密相关.而包括新生儿在内的妇幼保健仅讨论了三次.议题的讨论数也因各总干事的任期而不同;结论:世界卫生大会涵盖了各种各样的议题,但是并不总能反映出世界疾病负担状况.世界卫生组织的成员国和准成员国应该各自承担其责任以促使卫生大会的议题更趋平衡.
