政府公共部门行政效能的有效提升,离不开基层公务员积极的建言献策参与。本研究采用问卷法对441名基层公务员开展调查,探讨了组织承诺、领导成员关系对基层公务员建言行为的影响作用。层次回归分析的结果表明:基层公务员组织承诺对其建言行为具有显著的正向预测作用;领导成员关系对基层公务员组织承诺与建言行为的关系具有显著的调节作用。当领导成员关系较强时,基层公务员组织承诺对建言行为的预测关系较弱;反之,当领导成员关系较弱时,基层公务员组织承诺对建言行为的预测关系更为强烈。
The effective promotion of government public administration efficiency can not be achieved without the active participation of grassroots civil servants. In this study, 441 grassroots civil servants were investigated by questionnaire, and the influence of organizational commitment and leadership on the behavior of grassroots civil servants was discussed. The results of the hierarchical regression analysis show that grassroots civil servants promised to have a significant positive predictive effect on the behavior of their suggestions; and that the leadership affiliations have a significant regulatory effect on the relationship between the grassroots civil servants’ organizational commitment and the act of presenting words. When the relationship between leaders is strong, the grassroots civil servants promised a weak relationship with the prediction of behavior. On the contrary, when the relationship between leaders is weak, the grass-roots civil servants promised to predict the behavior of the suggestions more strongly.
