根据国家新闻出版署颁布的《关于在出版行业开展岗位培训实施持证上岗制度的规定》,要在出版行业实施持证上岗制度。该《规定》说: “从1997年开始,凡新任出版社社长,总编辑,编辑室主任,期刊主编,……应先经培训并取得相应《岗位培训合格证书》后上岗工作。 “从1999年开始,凡未经过岗位培训或培训后未取得相应《岗位培训合格证书》的人员不得在上述8个岗位上工作,已在岗人员原则上应从岗位上撤下来。
