On March 16 this year, Boris Yevphovich Nemtsov, hailed as “the reform prodigy,” was appointed Yeltsin’s first deputy prime minister. The young governor “not from the old officialdom” was born on October 9, 1959 in the picturesque Black Sea resort of Sochi. He graduated from the Department of Radio Physics at the University of Gorky in 1981 with a Ph.D. degree and subsequently spent 10 years in Gorky Radio Physics Institute work. In 1991, Nemtsov became the governor of Nizhny Novgorod, taking the lead in the privatization reform with remarkable achievements. It is called the model of the local economic reform in Russia. Yeltsin appreciated his talent and regarded him as his successor. When Nemtsov took office, he implemented reforms. At his suggestion and motivation, the president ordered government officials to switch to domestic cars from luxury Mercedes. This is the first step he promised to fight corrupt practices such as malpractices and abuse of power. It seems that this young politician has brought new vitality to the government. In order to give the reader a better understanding of the Nektsov reformer, we have chosen to translate what he said when he became governor.
