30多年来,长江三峡工程虽然做了大量准备工作,但有讦多问题还需进一步研究。环境问题就是突出的一个。发达国家已实行严格的环境影响评价制度,把生态问题放在首位;为了保护环境,一些国家已停止修建大型水坝。我国三门峡大坝的后患,板桥和石浸滩两座水库溃坝的灾难,30多年来全国垮掉近5,000座大小水坝的惨景,教训是沉痛的,损失是惊人的。过去几十年留下的水库淹没和移民安置的后遗症,已成为今天麻烦的社会难题。前事不忘,后事之师。修建长江三峡工程必须吸取国内外的教训,切实加强本文例举的生态环境全面影响的科学研究和评价工作,做到防患于未然,为人类造福。
For more than 30 years, although the Three Gorges Project in the Yangtze River has done a lot of preparatory work, there are still many problems to be further studied. Environmental issues are outstanding ones. Developed countries have implemented strict environmental impact assessment system, putting ecological issues first, and in some countries, large-scale dams have been stopped in order to protect the environment. The aftermath of Sanmenxia Dam in our country, the disaster of damming two reservoirs in Banqiao and Shiban Dam, the tragic collapse of nearly 5,000 dam dams nationwide in more than 30 years, the lesson is painful and the loss is staggering. The legacy of reservoir inundation and resettlement left over in the past few decades has become a social problem that is troublesome today. Past experience guide for the future. The construction of the Three Gorges Project in the Yangtze River must draw lessons from home and abroad so as to effectively strengthen the scientific research and evaluation on the comprehensive impact of the ecological environment exemplified in this paper so that it can be taken for granted in times of poverty and benefit mankind.
