国网山西信通公司依据“五位一体”协同机制,以业务流程管理为核心,以职责体系为保障,以制度标准为准则,以风险防控为重点,以考核指标为导向,建立通信设备资产闭环管理体系。国网山西信通公司通信设备资产管理存在许多困难,一是职责分工不明确,业务流程不清晰;运维管理全部集中在省信通公司,但资产又在各单位,造成通信资产归属与运维管理分离,权责分离。
