公民政策参与是政策民主和政策合法性的必然要求,但公民政策参与存在参与过度、效果不佳、效能低下等诸多弊端,从而造成各种社会问题。公民政策参与有序性是对公民政策参与存在的一系列问题的有效回应与化解,对政策质量和政策效果不无裨益。具体体现在:有序性能够平静无条件参与下大众民主的喧嚣,弱化公共讨论中对政策议题的过滤,使参与主体之间力量趋于均衡,改善公民选择参与途径时对网络的过分依赖,对参与效果评估不足的问题有了考量,能够使政治文化更加包容,公共精神得到进一步给养,对社会资本也能够起到增强效用。 Citizen’s policy participation is an inevitable requirement for the legitimacy of policy democracy and policy, but there are many disadvantages such as over-participation, ineffectiveness and inefficiency in the participation of citizens, resulting in various social problems.
