格尔木是青藏高原上的重要的新兴城市、中国西部的资源开发基地、支援西藏、维护西藏稳定的重要物资集散地和支撑点、我国西部的军事重镇，巩固西南边防的战略要地、西部地区经济发展的重要增长点和未来中国西部的中心城市，目前在城市发展中存在着综合协调管理难度大、城市规格过低、对外开放不畅、投资环境差及地方财力薄弱等问题，据此作者提出未来发展的重点和方向。
