近年精神障碍者肇事肇祸案件频发,其具有实施突然、对象随意、情绪激越、手段残暴、不计后果等暴力危害行为特点,社会危害极大.为增强民警对精神障碍者暴力危害行为现场处置能力,保障群众和民警的安全,结合司法精神病学、行为心理学、犯罪学等对肇事肇祸精神障碍者进行分类及心理与行为分析,并依据相关法律规定,归纳此类案件的现场处置原则与战术策略,制定针对性的抓捕技战法及处理流程,从而提供科学高效处置精神障碍者肇事肇祸现场的战术与方法,降低可能出现的公共安全风险.
