记者:李教授,您是两届省人大代表,又是省人大常委会委员,您认为作为一名人大代表应该具备哪些素质?李骘:除了法律对代表的基本要求外,我认为作为一名人大代表还应具备这样几方面的素质:要热爱代表工作。以对广大人民群众高度负责的态度,认真行使代表职权,积极参加代表的活动,时时增强自己的使命感,肩负起地方国家权力机关组成人员的重任,发挥政府与人民群众沟通联系的纽带作用。只有光荣感,而无使命感的代表,不是一名合格的人大代表。要做遵纪守法的模范。代表的形象,对周围群众有很大的影响。代表来自人民群众,但绝不高于人民群众,要把自己置身于人民群众(选民)的监督之下,依法执行代表职务,只有先做模范的守法者,才有资格做执法的监督者。要有公而忘私的精神。作为人大代表就应该尽量减少私心,到任何时候都应该只代表选民,不代表自我。一切从党和人民的根本 Reporter: Professor Li, you are two provincial people’s congress deputies and a member of the Provincial People’s Congress Standing Committee.
